Legal Basis
Pursuant to Article 28 of the Permits and Notifications Act of the Republic of Kazakhstan, certain types of activities and actions (operations) in the field of export and import are subject to licensing.
The process for issuing a license for the import of products subject to export control is regulated by Order No. 563 of the Minister of Investment and Development of the Republic of Kazakhstan dated April 30, 2015 On Approval of Public Service Standards in the Field of Industry and Export Control.
The processing period for issuing a license for the import of products subject to export control is 30 business days. The issued license remains valid for one year unless limited by the validity period of other documents confirming compliance with qualification requirements.
The organizational structure includes:
- Industrial Development and Industrial Safety Committee of the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan;
- Atomic and Energy Supervision and Control Committee of the Ministry of Energy of the Republic of Kazakhstan;
- Quality and Safety Control Committee for Goods and Services of the Ministry of Health of the Republic of Kazakhstan.
Criteria for classifying products as licensed products:
Inclusion of the product in the nomenclature established by Resolution No. 104 of the Government of the Republic of Kazakhstan dated February 5, 2008 On Approval of the Nomenclature (List) of Products Subject to Export Control.
The primary process for obtaining a license for the import of products subject to export control includes:
1. Submission of an electronic application for the issuance of a license for the import of products subject to export control.
Completion of the application form in accordance with the requirements of Order No. 563 of the Minister of Investment and Development of the Republic of Kazakhstan dated April 30, 2015 On Approval of Public Service Standards in the Field of Industry and Export Control.
2. Expert review of the licensing dossier for compliance with qualification requirements.
Expert review of the licensing dossier for compliance with qualification requirements by the Industrial Development and Industrial Safety Committee.
3. Signing and issuance of the license for the import of products subject to export control.
Completion of the application form in accordance with the requirements of Order No. 563 of the Minister of Investment and Development of the Republic of Kazakhstan dated April 30, 2015 On Approval of Public Service Standards in the Field of Industry and Export Control.
2. Expert review of the licensing dossier for compliance with qualification requirements.

3. Signing and issuance of the license for the import of products subject to export control.
- Signing of the license for the import of products subject to export control by the Chairman of the Industrial Development and Industrial Safety Committee;
- Publication of the license for the import of products subject to export control on the electronic portal at elicense.kz.
